If you cannot find Nick Valentine and are on PC, you can use the cheat player.moveto 2f25 in order to teleport to him. However, doing so will result in special dialog that persists throughout the entirety of the DLC - so it's not a bad idea. Know that you do not need to track down Valentine to do this quest, nor are you required to take him with you. Use the Pip-boy to listen to Valentine Detective Agency Radio to learn more.

How to get to Far Harbor and start: There is no minimum level for a character to being the Far Harbor DLC! You must have made it to Diamond City and met Nick Valentine, and if so you will get a quest called Far From Home.
